Violence and discrimination hearings completed

The State Advisory Council on Gay and Lesbian Issues (SACGLI) has drafted its report to Governor Celeste on anti-gay and lesbian violence and discrimination in Ohio. The governor will receive it in early December.

The report contains information gathered at hearings held around the state over the past year, including the September 15 hearing held at the Lesbian-Gay Community Services Center of Greater Cleveland.

At the Cleveland/Akron SACGLI hearing 20 people testified before SACGLI members Tom Orr of Columbus and Reva Anderson of Toledo about experiences ranging from individual harassment, assault, and

murder, to institutional discrimination in job promotions, work assignments, law enforcement and parental rights for lesbian and gay parents. Several spoke to ongoing discrimination at state universities and in state employment despite Governor Celeste's antidiscrimination order.

The Cleveland SACGLI volunteers who organized the hearing on September 15 would like to thank those who testified, as well as guests, for taking part in this step toward equal rights for lesbians and gays.

High points and recommendations contained in the SACGLI report will be reported in the Chronicle, along with the response of Governor Celeste. ▼

Survey queries couples

Gay and lesbian union and marriage ceremonies may be more widespread than commonly assumed. Despite the failure of states to legally recognize homosexual marriage, many couples are honoring their relationship with wedding rituals. The popularity of these ceremonies is suggested by early returns from a national survey of samesex couples undertaken by Partners: The Newsletter for Gay & Lesbian Couples.

Of the first 136 surveys analyzed, 12 percent of respondents indicated that they had formalized their relationship with a ceremony, and four percent said they planned to do so. Another 12 percent relied on other traditional observances, such as celebrating anniversaries. Additionally, 43 percent of the respondents said they would wear rings or other symbols of their relationship.

More than 700 completed surveys have been returned to Partners thus far, and the survey remains open

to participants through January. The short, anonymous questionnaire requests general information on subjects such as sexual agreements and satisfaction, sources of relationship support, and discrimination against same-sex couples.

According to co-publisher Demian, "The data we collect and interpret will help social service providers and civil rights advocates strengthen and support the families of lesbians and gay men."

Partners is an eight-page monthly offering interviews, news and information to help gay and lesbian couples develop satisfying and successful relationships.

AIDS info cards for police

In response to reports of growing fear by law enforcement officials about contracting AIDS on the job, the Human Rights Resource Center (HRRC) has revised and updated a pocket-size card with concise information about the HIV virus.

HRRC gathered the information from medical experts, law enforcement officials and community service providers.

The pocket card describes tasks that are commonly required of police officers and identifies the level of risk, if any, associated with these activities. Simple procedures to guard against infection are suggested for performing certain job activities that may present a health hazard. An accompanying training bulletin provides more information about AIDS and infection control measures.

According to Ruth Cashmere, law enforcement specialist for the HRRC, "The improved AIDS pocket card has both current and accurate information to assist officers in the line of duty."

"[The National Gay and Lesbian Task Force] has received a growing number of reports about police officers who failed to respond adequately to gay and lesbian law enforcement needs because of fear of AIDS," said Kevin Berrill, director of NGLTF's Anti-Violence Project and a member of the HRRC advisory board. "By focusing on at-risk behaviors rather than risk groups, this card helps to dispel myths about AIDS that lead to irrational and unprofessional behavior. I recommend gay and lesbian community groups encourage their local law enforcement agencies to distribute this information and to adopt sensible policies on dealing with AIDS and other infectious diseases."
